23.976 Timecode in 24 Playback Timebase Question

I'm working with an auto-transcription service and found some discrepancies with timecode. 

I have a 3 hour sequence in Premiere. The seqence is in 23.976 as well as the media.

Even though the Frame Rate is 23.976, Premiere displays the timecode as if it's in 24 exactly. 
24(fps) * 60(s) * 60(min) * 3(hr) = 259,200 frames.

If it was in 23.976, 3 hours would be ~258,940 frames.

When the footage is encoded, finder and other applications read it as if it's exactly 24. 
So, finder thinks the file is 3hrs and 11s.

This discrepancy makes it that the burn-in timecode not match the file's timecode for the transcription. 

Is there any way for premiere to display/playback in real 23.976 timecode or is this just a way Premiere works?
