60fps to 24fps not converting in sequence

Hello All! I am working on a documentary and I have a couple videos in my sequence that were shot at 60fps. I have converted the footage to 24fps and increase the speed to 250 so that the audio plays normally. As I am attempting to export my media, I get this error: 

I have gone back to the location in the sequence several times to ensure that the frame rate has been changed. As shown below: 

However, when I right click the video within the sequence and go to properties, it is still showing 60fps as if I never changed it. I am highly confiused and frustrated. Can anyone help?
