Ability to create copy is gone and I can't drag and drop items

I am working in Premiere Pro 2021.

In the past, I could select my layer and drag it into position. Now, sometimes I can and sometimes I can't.

In the past, I could click on the type tool and create copy. Now it does not work at all.

I have a pretty standard routine for making videos.

This seems like a software glitch that is steadily getting worse? Any thoughts?

Try resetting Workspace: Window > Workspaces > Reset to saved layout (or just switch to different one). If not help - reset all preferences: start the app while holding down Shift+Alt

I think I know what you mean. Click on the word "Motion" in the Effect Controls panel. That should call up the wireframe you can then drag around.
