Is Adobe Premiere 14.5 version compatible with Intel Xeon 2640 v4?

It will run, but performance will be much slower than even a modern 6- or 8-core CPU, let alone a 10-core. That E5-2640 v4's maximum all-core Turbo clock speed is only 2.6 GHz, whereas all of the modern CPUs run at at least 4.0 GHz on all cores.

So, even though the E5-2640 v4 has 10 cores and 20 threads, its older CPU architecture is not as efficient as newer CPU architectures. Put them both together, and that E5-2640 v4 will at best run about as powerfully as merely an i5-10600K at its stock speed.
