Add a border to a MOGRT file

Hi! I've just downloaded this MOGRT file (link) and I want to add a border to it, but the stroke option isn't available on the Essential Graphics panel. Is there anyway to do it in Premiere Pro or AE? 

I want it to be like this:

Need to go into Ae and add the propertie.
