Every time I try to add a new video track somewhere in a stack of about 300--let's say in between tracks 202 and 203--it adds the track there but resets the timeline view to focus on track 1. This is quite annoying as I have to scroll back to the spot where the track was added every time I do this (which is quite often).
Yes, your right that's how the premiere pro behaves whenever you add a new track in the sequence. As per my knowledge, there is no way to fix it as of now. However, you can submit a feature request in the Premiere pro uservoice - https://adobe-video.uservoice.com/forums/911233-premiere-pro
