Adjust padding of captions background?

In CSS terminology: the top padding of background in captions is higher than bottom, can it be adjusted? 

Actually i would like to adjust all sides...

This is a known issue. It was improved, but not fixed, in PR 2019.1.3 by adding a "line spacing" option in the Caption Panel. See this post:

You'll see in that thread that some fonts work better than others.

 

Regarding the future, the public Beta has a new caption workflow that is using the essential graphics engine. The new version gives more control over padding generally. It appears to fix this. But because of those changes, I don't expect any changes in the current caption system. Note that the Beta captions are not ready for primetime; some functions are not yet available.
