I am working in the latest version of Adobe Premiere Pro CC 2017 (as of this posting)
I am trying to add a new adjustment layer normally
File > New > Adjustment layer.
However, Adjustment layer is always grayed out. I am unable to solve this problem and would appreciate any help.
Thanks
Is the Project panel selected?

When you make an Adjustment layer, do you drag the Adjustment layer onto the timeline and place it?

Not sure exactly what your problem is ... let's guess.
Do you have an adjustment layer on a track above a video clip, and "under" the AL, the whole image in the program monitor goes to gray?
