When you ask a question you need to provide some basic information

Mac or Windows, and EXACTLY which version of the operating system?
Recent Mac AND Windows operating systems have been known to cause "odd" problems
Are you using a computer Administrator account with full read/write permission?
Exactly which version of the program do you have that is causing problems?
Set your Encore DVD/BluRay output to an ISO file or to a folder on your hard drive https://forums.adobe.com/thread/2150198 and then use the FREE Imgburn to write files or folders or ISO to disc for DVD or BluRay (send the author a PayPal donation if you like his program)
Read http://forums.adobe.com/thread/1322583 for notes on installing Imgburn WITHOUT any toolbar add-ons... Set Imgburn to use the slowest burn speed your drive and media will use... I set my burn speed to 1x and let Imgburn adjust to the actual minimum
If creating an ISO and burning with different software doesn't work, you may have a hardware problem with the drive
Sense codes are hardware (burner/firmware) / media (disk). John's method (iso) helps identify such problems. Many of us never burn with Encore.
Error Code 37303 is a system error and there seems to be a fix tool for this.
The Encore Error Sense Code 37303 error may be caused by windows system files damage. The corrupted system files entries can be a real threat to the well being of your computer.
There can be many events which may have resulted in the system files errors. An incomplete installation, an incomplete uninstall, improper deletion of applications or hardware. It can also be caused if your computer is recovered from a virus or adware/spyware attack or by an improper shutdown of the computer. All the above actives may result in the deletion or corruption of the entries in the windows system files. This corrupted system file will lead to the missing and wrongly linked information and files needed for the proper working of the application.
I have not run this myself so cannot vouch for the success (or otherwise) of this tool. As such, it may be a better idea to completely uninstall both Premiere & EncoreDVD then clean the system with the CC cleaner tool and re-install the whole lot.
Please follow the instructions very carefully otherwise your system will still have issues.
I hope this will solve the problem - BTW, have you installed any tools that directly access your burner since installing the CC applications? I ask as I am trying to think about what might have caused this system fault to appear.
From my own experience, that mistake happened when I wanted to burn a 4.7GB single-layer DVD project on an 8.5GB double-layer DVD disc using Adobe Encore CS6. I just put the right DVD disc in and had no more problems
