This window opens and turns off the program.

I'm paying for it myself and using Adobe, why is this error occurring?

It sounds like you are in a school and the sysadmin must give you permissions to use Premiere Pro on that computer, or you are trying to sign in with a school account outside of school. Tell us all those details to give you a suggestion if there is one.
