Did you take the advice given to uninstall, clean and then reinstall Premiere? Premiere needs to hook on to the new hardware and it seems it does it best on a clean install.

Newer versions of Premiere Pro have become more and more picky about the age of your computer's core hardware (CPU and motherboard chipset) than earlier versions. Officially, since the 2019 version Premiere Pro now officially requires a 6th-Gen or newer Intel CPU in order to run properly (7th-Gen or newer CPU recommended).
In addition, all versions of Premiere Pro are picky about the relative performance balance between the CPU and the GPU. The i7 4th Gen, for the most part, is simply too weak for even an RTX 2060, let alone an RTX 2080 Ti or RTX 3090. In fact, even a GTX 1660 Super is a bit overqualified for that 4th-Gen i7.
