Hi how do i create moving graphics like the attached , those moving yellow stars behind the lyrics .

Those yellow star/motion graphics should be created in After Effects. Premiere Pro can only do basic motions.

After Effects is the right software to create the motion graphic and you render the video / AE project from after effects to bring in premiere pro.
