Adobe Premiere Pro 15.1 won't pass the splash screen on Windows 10

I can't pass the splash screen on Adobe Premiere Pro 15.1 on Windows 10. It has never done this before. 

Photoshop, After Effect, Media Encoder and Illustrator all work perfectly. 

I tried restarting my laptop, uninstalling the app, closing it from the Task Manager, opening it in adminisatrator mode and opening it while holding shift in Creative Cloud

None worked. I have it installed on my laptop for a few months now and I need it for school Now it won't even open. I need help.

try to hold alt while on the splash screen to trash the preferences

I am having the same issue.  Just upgraded to V15.1 and it will not launch on my Windows 10 PC.
