Adobe Premiere Pro CS6 freezes at startup

The program has worked before just fine but for the past week or so it started freezing at the loading screen as seen in the video. I've tried restarting my computer, reinstalling, opening through editing an already existing project file, and several Youtube tutorials that didn't work. idk what to do anymore!

Mac or Windows, and EXACTLY which version of the operating system, and have you recently updated?

Recent Mac AND Windows operating systems have been known to cause "odd" problems

Are you using a computer Administrator account with full read/write permission?
