Always buffering if i just want to zoom un or out, play or pause, etc... Just did the upgrade to Premiere 2021 under mac M1. Maybe it's because of it ?

Same issue here for no reason. It depends the project.

It's rarely a good idea to update/upgrade to a new version midway through a project.

Try this: start a new project and import the old project in the new version.
