An issue with masking in premiere pro

I have a major issue with masking in other words It doesn't mask at all. To  be more specific I neither have issues with mask tracking nor drawing it my issue is that when I draw a mask around a particular  section or person etc it just draws blue masking lines but masks nothing as if I am just drawing useless masking lines please help I really need the masking to work
