Hello, I need help
while I am working on my project the premiere crashed and i cant open the project file.

I couldn't get it to work either. Same message you got. I also got a 'generic' error when trying to import it to a new project. And a project could not be opened when trying to import a sequence (they didn't show) instead of the entire project.

Time for a backup.

have you checked an earlier autosave?     also, I bookmarked a thread in which Mohsen Aghaei has successfully been able to salvage corrupt premiere projects.  Here's the thread.
