Is it possible to animate x and y axis of position separately?
You can change the horizontal and vertical value independent.
I have a feeling you are using the wrong program.
AE is much better at this.
Premiere is an editor, AE is more suited for animation as you are just using jpegs.

You are right. I'm a former AE user. PP renders my projects much faster.
PP does not allow to do that?

You could use two instances of the transform effect, one for X and the other for Y.

But transform effect also affects to the mask of opacity. And it's impossible to apply transform before mask.

Adding transform effect above motion animation creates jerking movement. It becomes obvious when you watch the video frame by frame.

you could use shift and left click drag your content to move only on one axis
