Audio drifts out of sync after export

I have one hour long video that I want to export. When I view it in Premiere it's all in sync even at the end of the video, but when I export (Media Encoder or directly in Premiere) the audio gets more and more out of sync. At the end it's about a 4s difference. I read all the threads about VFR but i still couldn't get it to work.

Is it VFR?
Did you convert it with Handbrake?

I checked the clips I used in MediInfo and all of them are Constant frame rate.
