Audio Limiter isn't working in Premiere Pro

I'm not the most tech savy person and am fairly new to PP so bear in mind.

I usually edit my audio using dynamics, using the compressor to boost my audio and limiter to cap it at -1db. As of late the limiter has been consistently showing -4db as the threshold even though it is set at -1db, when set to 0db it will make the threshold -3db when playing back the audio. Ive had similar results when using the hard limiter instead of the limiter in dynamics and get the same results no matter what I do. 

Im not sure exactly when this started but I do know ive recently updated premiere and my drivers are up to date. If anybody has some advice I'd love some help, thanks
