Audio Transitions stopped working

I have a bunch of sequences and projects open at once, and the audio transitions effects have stopped working. I can't use Constant Power or Constant Gain etc anymore for any sequences or projects. This suddenly occurred whilst I was editing. I've looked through the settings and preferences, can't find a solution. I restarted Premiere, and no joy either. What's the issue?

UPDATE: I've now realised that I can't even move any clips on the timeline up or down tracks, or left or right. The Only thing I can do on any timeline is splice. Also I can't move clips onto the timeline atall.
