Blend Modes/Effects in Program Monitor different than Export/Preview

When rendering previews or exporting the project, the final output ends up looking different than what's in the Program panel, specifically for clips or media with "Darken." For example, I might have a clip with a blend mode set to Darken, but at export it renders "black stencils" of the layer than what I have in front of me in the Program panel. Any reason why this would be?

 

I can export the frame, and it outputs exactly what I have in front of me (using "Export Frame") from Program panel. But when I try to either Export or Render (doesnt matter if it's Render Effects In to Out or Render In to Out) it gives me "bugged" blending instead of the Blend Modes originally set.

After clearing the media cache, it everything is output exactly as I see it.

Edit: Only for Rendering In to Out previews, not for export. So if someone can address why Export would end up looking any different, it would be much appreciated.

2080 TI, 9900K + 64 GB RAM, Windows 10 Home x64: v.1809. Mercury GPU Acceleration (CUDA) enabled, Export Settings are 3840x2160 @ 59.94 using H.264. Doesn't seem any of the settings at Export have an impact on why there's a discrepancy between what's viewed in the Program Monitor compared to Final Export. I've tried with and without "Use Previews" ticked.
