Blu-ray Burning Software

I no longer have access to Encore CS6.  The program burned Blu-ray Discs without reincoding the video files.  Is there any software that can burn Blu-ray Discs without  reincoding?  Encore CS6 also allowed users to create an Image File.

That was only when the video was exported from Premiere Pro using a blu-ray preset

I have the serial number CS6 so I can't verify the possible solution at the end of the message below, but it is claimed there that it is still possible to install Encore and use it via the Cloud, by following the exact instructions in the message from Averdahl... as always with old links, copy the download to an external device
