Can I put AUDIO Effect into the whole track, and not separately ?

I want to put example a limiter on my audio, but when I made cuts into the video/audio, the audio is just going to be seperetaly on all of them (same settings but seperately) and that makes my premiere work slow.

Is there like an Adjusment Layer for Audio Effects?!
