Can I use Premiere Pro 15.0 with an older version of Media Encoder (like 14.0)

Title says it all, can I use Pr 15.0 with Me 14.0 or Pr 13.0 with Me 12.0 etc.? Thanks in advance.

Dynamic Link requies parity between PR and ME so, no, you cannot directly use PR15 with ME 14 or PR 13 wtih ME 12.

You could, however, export an edited master file from PR and then transocde it in a different version of ME.
