Can someone enlighten me on Essential Graphics templates and intro / outro times?

Trying to figure out how to best utilize the EG templates, or perhaps make my own.  For a simple project I'm using the "Bold Title" template.  I want to preserve the intro (a scale up) but eliminate the outro (a scale down) . 

 

In the EG panel I see Intro Duration and Outro Duration, and when I change these I see the white portion of the clip get bigger and smaller in the timeline, but it doesn't actually seem to effect the timing of the scale in and out.  I would think intuitively that if I made "Outro Duration" 0, there's be no outro animation.  Not the case.

 

Obviously I'm getting something all wrong.  Clue me in?  Thanks!
