I have had this issue consistently for 5 days now:
I select a clip in the timeline and I can see all the effects it has in the Effects Control panel. As soon as I try to click on any single effect to make an adjustment, the Effect Controls panel goes blank and my program monitor switches to a different clip that's not under the playhead.
My only work around was to nest the clip I want to apply effects to, but even that wouldn't work sometimes. The issue behaves really randomly and I haven't found anything online about this being a common thing.
Please, if anyone can help I would really appreciate it!
Currently running OS X 10.12.1, and Adobe Premiere Pro 2017.0.2 v11.0
Make new project and import old one into this new one: see how that will go.

Did you try to reset the preferences?
At present, there is an issue with nested audio: delete or disable Show Audio Waveform.
it worked perfectly. it even fooled me that premeire is made by gods. but damn reality huh. I just don't have choice but to use this stupid app for this specific project.
