Can't fast forward in timeline

I'm assuming my problem is poor hardware but I would still like to know if there is a solution.  Using the JKL keyboard shortcuts I can only fast forward or fast rewind a few seconds before the video begins to stutter and then freezes.  I have to stop and wait a few seconds for everything to catch up before I can even playback at normal speed.  If it is hardware issues, is there a way I can reduce the video resolution so it can keep up?  I don't mind if it only updates the search video every few seconds while scrubbing, just so it updates!  Very hard to scrub through hours of video when you can't fast forward!

You can lower the playback resolution of the program monitor to the extent you allow.

If that is not enough, I recommend the use of proxy
