can't keep the Preset format settings for youtube or vimeo, if I change the bitrate values manually

This question is about something that has to do with exporting and rendering a video in Premiere Pro cc 2017.  

 

When I go to Preset settings and select vimeo1080p HD or youtube1080p HD, the application sets the bitrate values by itself.  But the resulting file size is 4.3GB, and that’s way too large.   I change the settings for both target and max bitrates to make the video file size smaller, but if I change any settings, the Preset field automatically resets itself to “Custom”, so I lose the vimeo1080p format. 

 

Is there a way to keep the youtube or vimeo or any user selected preset format, and at the same time, change the bitrate values, instead of leaving them at the values preselected by Premiere when you select a Preset other than Custom?
