Cannot Move Anything on Timeline

Hello, I'm having this issue in Adobe Premiere Pro CC 2020 on the Windows 10 where I can't seem to move and drag any audio clip or video clip on the timeline elsewhere. I can drag already cut clips to its original form, but I just can't move anything to a different spot or do an Alt + Drag. 

Could you please show me how to fix this?

Same here. And resetting preferences did NOT work.
