cant add effects to premiere pro

I have tried EVERYTHING but when I add an effect it doesnt show it in the effects panel I tried resetting my workspace, I even reinstalled premiere pro 4 times! I was working for a youtube video but beacause of this I am unable to continue my work please help me as soon as possible here is a video of whats happening:

Is it just that preset you are trying to import that is not showing up or have you tried importing a totally different preset to make sure it's a Premiere Pro problem and not a problem specific to that preset?

Guessing you need Twixtor installed.
