Caption Synchronize function- Timecode disabled

Recently, after upgrading to 14.3.1 (build 45) I'm encountering the problem displayed in the attached snapshot. 

The .srt files come from REV, which is well versed in captioning. We've had to create an offset because we started a job order for captions and subs BEFORE adding the distributors logo, and it's been sort of a nightmare trying to offset it. 

Anyway, I import their .srt files. I note they're changed to Teletext for some reason, and they don't display in the Program monitor, which is correctly set up for Open Subs. When I change that format In Modify-Captions to Open Subtitles they disjplay correctly. And under the Timecode panel in Modify-Captions, I see the offset applied to the caption track. Okay, I'm ready to synchronize the captions to the reference video. And the snapshot is the result. 

Now what am I doing wrong??
