Captions (srt) are not showing no matter what I do please god help

I have clicked the wrench icon and captions are enabled.

It is set to CEA-708 Stream at Service 1. No change.

Yes, the visibility of the track is enabled.

I converted it to an SCC file. Nope.

I enabled the captions window and tried moving them. Nothing.

In the tutorials, I saw people were using a resize option in the Captions window. I do see a scale option in the captions window. 

I have never had this issue before. I have now spent five hours on this and I missed my EOD deadline because of this. 

PLEASE HELP ME!

The SCC file is now showing up in the source monitor, but not the program monitor.

Some screenshots might help. Caption panel, timeline, sequence settings.

 

There is the user in the other thread, but getting the captions in one monitor (source for you) and not the other (program) is unusual.
