I want to know if these specs will work with Adobe after effects and adobe premiere pro ... just to make HD videos ?!

It will work, but you will have only Intel QuickSync for H.264 and HEVC encoding. The GeForce MX230 does not have a hardware NVENC encoder at all since it is based on a bottom-level Pascal GP108 chip which has no such encoder built into the chip.
