Clips dropping to bottom tracks?

OHello! I’m working in Premiere CC17. I’m

having a problem where every time I select a clip in the timeline (video or audio) to drag it side to side it instead drops down a layer.  I’ve tried resetting my preferences, reinstalling premiere, loading up different projects from different external hard drives and it’s always the same.  Is this a bug or an accidental setting? I am working on a Mac. I do not have this issue with my PC or other versions of Premiere. However I‘m in the middle of a massive project and cannot switch versions.

Help!?

I was able to turn off "snap" and that solved it.  However, I always have "snap" enabled and this never happens.  Any ideas how the snap feature developed this bug and how to fix it?

Wild guess: Check your audio hardware in the preferences. Make sure the input is set to none.
