Clips won't drag from bin onto timeline

Hello,

I am having issues dragging clips from my bin into my timeline. I have tried resetting the workspace as an earlier post suggested. Working with Premiere Pro 14.0 Could anyone advise? Thanks in advance

I am also having the same problem with effects it seems

Is your timeline "locked"? The little padlock icon on the far left of the header control block ... is it closed and blue?
