Closed Captions Not Working

Hi,

I'm trying to add closed captions to a video, I did everything to enable the various setting you need to go through in order for them to show up.. Even opened a new project to see if it was a bug, but nothing seems to work. 

This is very frustrating! I have spent about an hour reading various forums and threads yet can still find no solution.

Please help!!!

Check (modify > captions) the file in the Project window if its is set to close captions and not teletext.

In the Program Monitor, there are 2 settings in the "wrench" icon. One, "enable" closed captions. Two, closed caption settings, be sure they are set to 708 and to service 1.
