Collect Files not collecting all files

The Collect Files function in the Project Manager seems to only collect anything that is used in a Sequence.

I need to package the Project including any unused assets to send it to an editor.

Any way around this?

I'm using Photoshop 2020 as well as 2021.

Issue resolved, disable "exclude unused clips"
