I have a ryzen 5 3600X, rtx 2060 and 16 gbs of ram. a 1 minute video at 1080p with a H.264 takes about 6 minutes to render, also when playing back through the footage it skips alot of frames, the only solution I have found to make scrubbing through it faster would be to pre render it but since that also takes 6 minutes then its also kinda pointless. So what I'm trying to figure out is why is adobe premiere utilizing a very small portion of processing in order to render such a small clip?

With AMD CPUs and Nvidia GPUs dissabling hardware seems to help.
