Wanted to see if any of the pros here in the Community had any idea of the best way to re-create a countdown timer and progress bar like in the top-right corner of this video?

I have a couple of similar timers that I built that you can download and use without restriction, if you want:

If you download these you can resize and resposition as needed.

If you want to make your own, I recommend using After Effects - although it is possible to do it in Premiere.

Here's a quick way to make a timer right inside Premiere - you can set it to any time and any font:
