Crayon / Sketch Look Video Effect

Hi! 

I want to achieve this effect on a video I'm working on. 

I want to achieve it without downloading any plugins.. Is it possible to do this via After Effects or Premiere Pro natively? 

Upon my research AKVIS has a video to sketch plugin. But i want to try and see if I can do it without having to download plugins.. thanks in advance for your help!
