create new Library (MOGRT) essential Graphics

I cannot remember how to create a new library to organize my MOGRT neatly?

Would anyone now about this?

Open Adobe Stock on the internet and click on libraries.....

Edit: as of now the only way to make new library is in Ps?

In the Library panel of Pr, you can create new Libraries both local and CC. Share them also.
