Cursor won't let me create a text box

When I try to create a new legacy title, the cursor won't change to create the text box within the legacy title. What appears instead is a very small black arrow with a circular arrow which becomes dotted at the end (the cursor that usually appears if you want to rotate a text box) and all the options you'd usually get are faded and I can't click on them to change the font etc. This cursor only appears when I try to create a legacy title, it does not appear anywhere else and everything else is working fine. I don't know how to get this back to the usual cursor you'd have to create a text box like I have had before. Anyone know how to change this?
