Deleted frame is attaching itself to other frames and I can't remove it

I don't even know the words to truly describe what is going on. This is happening in 3 of my videos that I am editing. 

I have deleted a segment, but a frame of that segment is attaching itself to other frames. I am unable to cute it out or remove it. I have tried everything and nothing seems to fix the issue.
