Drop Down/Tools Lists Extremely Slow

Hello. I have recently started having an issue with Adobe Premiere where whenever I click any of the options shown in the screenshot below, the drop down options are EXTREMELY slow to respond. And whenever I click on File, and go to Export, it will respond/freeze for so long that the menu goes away. Even if I manage to click Export, it will act like it didn't register. So the only thing I can do is hit "ctrl+m" to bring up the exporting options.

I have not changed anything with the software in years. It's on the same drive it has always been.
I have repaired it, uninstalled/reinstalled, deleted the cache files, and even installed a newer version and THAT still has the issue as well. None of my other Adobe Products have this issue. Just Premiere.

Any help resloving this issue would be greatly appreciated.

Is there anything going on with your hardware that you can see while this is going on? Like RAM maxed out? How is your disk space? Plenty of room on the drive with the OS?

You may want to post more info about your system: Mac or PC? What hardware specs? Operating system & version?
