Dropdown menus for effects, motion, scale, do not work at all?

I can add keyframes, scroll through the footage, do basically anything else.

However I cant drop down to any of the effect values. As in when I click the arrow in the UI it refuses to drop down for at least a minute. At one point doing so and waiting long enough even resulted in it crashing. 

 

The preformance is not laging and playback is not effected, Ive tried reseting prefrences, restarting premiere, restarting my computer, reimporting the project footage, even using a completly different computer to no avail. 

Has anyone else ever run into this issue?

Jadexah, You can try removing audio from nested sequences, if any exist. That would probably help a lot. Have any of those? It's a bug. Thanks, Kevin
