Duplicate FTP exports

I have a client, one of 8 identical editing stations, when exporting using a publish destination for a local ftp server, it appears to export two copies? The local folder destination has just the single file like always, but it apperas to send it to the ftp location twice. The uploading window only appears to show a single upload but if you watch the destination, a second copy will appear?

 

I have never seen this, it's a new user on an identically configured system. My initial assumption is something buggered up in the premiere install or his profile's specific configuration. I plan to login as a different user on his machine and see if this behavior repeats, if so I will do a reinstall of premiere.
