Since the latest Premiere Pro update I find that when dipping the audio using the ease out and ease in points in the audio timeline, it does not show the "easing in" as they used to - i.e there is a sharp dip at the end of the in point. Is this a bug?

Yes, it's a confirmed bug. Restarting Premiere might solve it sometimes.
