did you try to trash the preferences?

hold ALT while Premiere Pro is running on the splash screen

Do you have a screen shot of that File that you can press on the top right corner. I've got nothin' there...

I've sorted it now, sorry i meant top left file button, not right, setting device control to none fixed the issue for me 🙂
