I filmed some drone footage at the weekend - I'm looking to scale and position it so that I follow more of the action and we can use it as a training tool.
When I change position in the preview window it follows the action really well but when I render or come to export it freezes like the attached.
Am I missing something?

can you post details of your computer, footage, version of premiere etc? It might help people with a clue on what's happening. An option to try is to use software encoding instead of your graphics card

Prem is Version 15.2.0 Build 35
2020 MBP Base Model
Footage is H.265 (hvc1) 4K at 30 FPS recorded on a DJI Mavic 2S
I've also taken a screen recording of the preview window doing what I'm looking for it to do but when I export or render I get a still frame.
I don't have a proper GPU on this machine so everything is on the built in one.

Do you have the stopwatch on and multiple position keyframes?
Are the keyframes triangular (linear?)
Maybe post a picture of your Effect Controls Panel.

Instead of using the Transform Effect, can you also use the Position effect in the Motion section? Does that make a difference in performance?

Are you able to transcode the footage to a more edit-friendly format, say, ProRes 422?
